Require a $2500 "good behavior" fee to enter the city. Fark up and it's gone. Behave, and you get it back.

Though that could cause police to abuse it like US cops abuse asset forfeiture.

I did not realize Venice dumped raw sewage into the canals. I assumed they used pipes to pump to a treatment facility.

It's a little bit more complicated than that, and their have been some improvements, but yes that is ultimately what happens. In the grand scheme of things, it is not that different than many coastal cities, it is just that in Venice one gets a front row seat.

/When setting up the Long Beach aquarium, they had to go 20mi out to sea to find water that clean enough *to be cleaned* for the aquarium tanks.

If I were Venice, I would just say fark it. Shut the city down to tourists and let the locals treat it properly for awhile longer.

The two usually go hand in hand. If you're drunk and swimming naked, there's a near 100% chance you're peeing in the pool. And possibly pooping and throwing up, too.

"Could"?  I see you're not familiar with foreign police forces....


Make it an insurance company surety bond instead of a fee - insurance investigators are psychotically anal about verifying exactly what happened, and have to operate under far, far stricter rules than cops do just about anywhere.  Some people would still get borked 'cause reality, but one hell of a lot less.  Insurance companies actually have to document heavily and prove their decisions, they're not allowed to go with, "'cause we said so!"

The canals in Venice border on simply being open sewers. Over 1/2 the house boats in the canals are not connected to a city sewer.

No I have not. No. But what ive seen of it was, in my eyes, magnificient. Lots of history there. A locations uniqueness is about all of it, warts and all. It still doesnt really give a tourist permission to drop by and spray paint all over it. Call me old fashioned but when youre a guest somewhere, you behave with a minimum of respect.
Now tell me about what I would know if I had been there before. So i can correct whatever assumptions i have over about Venice.

CSB: Heading to Venice in a couple of hours. I will report in when I get settled. I am leaving my cans of spray paint behind and there will be no skinny dipping in sewers for me.

Venice is a fantastic and magical place and fortunately for me I've always managed to visit when things were perfect. Hope my luck holds up.

There are a few picturesque spots. Like the Rialto Bridge and the inside of the St Mark's Basilica. Everything else is pretty trashy. The foundations everywhere are crumbling. Sometimes at high tide, much of it floods by backing up through the sewers. They need a dike like around Holland.
I have not been to Denmark but the canals there and the city looks much nicer to visit.

Short answer: tourists.
Longer answer: It doesn't matter where they come from, tourists are mostly decent but there are always those who treat the places they are visiting like a rental car.
