Why don't these countries see that they are getting into a deal with the devil?

Just see what China has done to every other smaller, developing country with whom it has a "partnership."

If congress gives them bad new equipment, have the navy use the old good equipment to solve the problem.

Rinse and repeate until congress gives them good equipment.

For the situation presented in the article, a Navy is of no use. China is buying Pacific Island support, the US wants to just park a billion dollars of metal off their coast and tell them they're 'safe' now.

Money looks like it has a use, a US carrier group means nothing to them. China is throwing money around to indebt countries, the US just makes itself look powerful.

And they're asking those same nations for APPROVAL?  They're asking for a larger security footprint in their OWN region?

The same region that's "crucial to the interests of the United States and its allies"?!?!

If only we could have negotiated some kind of trade deal with the other key players in the region that could curb China's influence and instead place the US at the center of a trade coalition designed to address issues like IP and technology theft, currency manipulation, and "dumping" in markets like steel? Maybe call it something like the "Across the Pacific Partnership" or "Trans-Asia Partnership"?

Wait, what? We actually DID that? It was called the "Trans-Pacific Partnership"?

And what happened to it?

Oh.

Yeah.

The bigly business genius deal maker touched it.

And it died.

All nations should be allowed influence only 50 in the miles of sea off of their coastline. The rest of the oceans of the world are the sole purview of USA.

It would also give China the chance to train local police, become involved in local cybersecurity, expand political ties, conduct sensitive marine mapping and gain greater access to natural resources.

AND China will pay them tens of millions of dollars a year?

What's there to lose for these islands?

China has a deal with the Solomon Islands which appears to put Chinese military within 2000 k's of Australia, as per TFA. This was a massive fark-up by the recently-voted-out conservative government here in Australia.

The new conservative leader (yet to be elected to that role, but it appears he's unopposed) is a guy called Peter Dutton. Dutton was previously our defense minister, he's spent the last two years tweeting about how much he hates China, and yet under his watch the Chinese have moved into the Solomons.

Now he's the leader! Way to go conservatives.

The islands discussed in the Fine Article are not on the map you posted. I don't mean "they're not labelled."  I mean "there are off the edge of the map."  Also, I didn't need a map to know that because I actually know where things are.

That looks like Vietnam's, Japan's, Hong Kong's, Philippines, etc's neighborhood.
In fact it hardly looks like china has much of a boarder on the sea to begin with.

For the record, Taiwan and Malaysia both have claims in the Spratly Islands as well, which I would suggest are even more tenuous than China's.
