Yep, here's a pic from a hike I did in Big Sur on January 1st this year. It was definitely dry and flammable.

Having spoken to people from California the last couple of years, including family members, California doesn't really have a fire season anymore. They just have, ya know, fires. At random.

And New Mexico's seed bank that is used to restore fire-devastated forests is already being threatened by wildfire this year.

It's more of a "Not everything is burning" season that lasts two months followed by a fire of the week competitive season for ten months.

And lord knows that moving away from fossil fuels isn't practical.  It's just to costly.  No one wants to have to pay $5/gallon for gas.
