Well, the big refiners are. The people who actually sell the gas have their margins fixed by contract and don't have any control over how much you pay.

Well, the amount of gas tax does vary from state to state.  Other factors matter too (IE, California uses a special blend not used in other states, which limits the market and raises prices, especially when one of the few refineries that make the special blend goes down for whatever reason).

Are fossil fuel companies still raking in massive quarterly profits and spending billions on stock share buybacks? Liberals ain't got nothing to do with that, but if you work for one of the industries that tends to hire educated people you are likely about to get a sizable raise, mostly so you'll be too busy spending money to squawk about how much money the billionaires have.

They regulate the taxes on the gas, which is usually done while the cartels are jacking the price, giving a double fark you to the people paying and depending on things like stable infrastructure.

The gas tax is not a commodity. It gets raised about once a year. So not so much regulate but more collection as described by law. As gas prices go up the tax stays the same.

Well, they do, actually. They base the cost per gallon off of what they paid for the shipment. They can raise or lower the prices all they want, but they'll lose customers and money.

But the core group to blame is 100% the big oil companies, because it's their prices that get passed on to us, and they still take in record PROFITS. Not revenues, but profits. The gas stations couldn't play this game because people would go elsewhere. But where else do we look for oil?

Here in Ga the gov just gave us a big bribe to vote for him. He called it a gas tax rebate or something but it felt like a bribe.

They do in the form of gas taxes. I recently received an unsolicited gas tax refund from Georgia. The state in effect is telling it's voters: Hey, it's not us.

True, unless you are a jobber. I owned the biggest gas station in downtown Chicago for years. I made more money off selling a cup of coffee than a gallon of gas. I owned the property, the equipment and my deal with Marathon let me sell for whatever price I wanted. Especially since I owned the Checker Cab Garage on the same block. Right next door to the fire academy

The way Norway managed to avoid the petrostate trap is that the government is literally not allowed to spend any of the oil revenue - surplus oil revenue is invested in the sovereign wealth fund, and the state is allowed to spend some of the returns on the fund, but none of the capital. 

That and the basic starting principle that the oil is something the people of Norway own, not something that is produced by oil companies.
