Why anyone would have an account or do business with Wells Fargo is beyond me.

It's crazy how far Wells Fargo has fallen. They used to have the highest customer service ratings and were one of the most respected companies. They really did a 180. Now they're the LEAST respected company in America, and they're still going further down the tubes.

The more general version of this goes on all the time.
So the fact that this goes on to satisfy diversity efforts does not surprise.
Saw multiple instances of it while I was still working.

Not every posting, obviously, but more than you might suspect.

Opening is identified.
It is already known who will be hired.
Could be nepotism (in one case I had first hand knowledge of, guys wife for a different dept, H1B), friend, etc.
Usually for someone who is close with management or is management.
Job posted to satisfy HR.
Interviews conducted.
Original identified person hired.
Rinse and repeat.
In another case I was aware of. Answers to test for one of the candidates were given out in advance (development).
