How is that a fail? What the f*ck do you think happens during a panic situation like the start of a pandemic?

If you want to go there, I can walk you through a few hundred places with millions of gloves and gowns that are just sitting there because people ordered like crazy trying to keep ahead of demand and prepare for shortages.

There's a lot of stuff to complain about on how we responded. This ain't one of them.

1) How much was produced and distributed/used. The proportion of total production that this represents us a critical figure in determining if it was wasteful.

2) Surely they can distribute this to every state and local facility in NY. Or have they already done that so they are stocked up and this is what is left?

I know more people who have contracted Covid in the last two months than I have in the last two years.  Sure people aren't dying as much, but they are getting their lives shutdown for weeks at a time.  Is free hand sanitizer really that hard to get rid of?

I of course ask this of the country that can't stop picking their ass and their noses with the same finger, so who knows...

You mean when New York was overrrun with COVID and the federal government did nothing except provide a hospital ship with so many strings attached that New York really couldn't use it for what they wanted to use it for?

Hey, don't knock all those surplus jeeps. I learned to drive on one of them (although I think it was Korean war vintage). Damn thing had a clutch that pretty much required a man and two small boys to get all the way in and I don't think the transmission was synchronized.

It will be slightly less effective as the years pass. However, for what it is used for it is good for a decade or more. I don't know why it would be destroyed.

The expiration date for products like this is nonsense anyway. If it is sealed the alcohol and hydrogen peroxide will last a long time. The alcohol can only evaporate. For example - go rummage through your parent's liquor cabinet and find the dustiest and oldest forgotten bottle of liquor. Drink some? Notice how the alcohol is still there (I know, slightly different type of alcohol, but it ages the same). Now the hydrogen peroxide will slowly turn into water. It takes about six years for 3% hydrogen peroxide to turn back into water on its own.

Sure, if they produced 10 million gallons and there is 700,000 left then this is a whole lot of nothing.

If they only produced 750,000 gallons then it is problematic.

But TFA doesn't say how much was produced, just that there is 700,000 gallons left in 11 million bottles.
