Volcanic eruptions come in various types and sizes.  What they had at Etna was a phreatic eruption, caused by magma superheating water in the ground over it.  What they had in Tonga was a Plinean eruption, caused by the magma cauldera collapsing and letting the ocean into it.  About the difference between a kitten and a Bengal tiger.
