No its not, its grounds for a psych eval. Same as everyone who gathers around a banana on the floor in an art museum and pretend to be profound in what they see in it

I had river at the bottom of my garden at the last house.  I built a gazebo with a big comfy chair to watch it for hours, it was always different and there was always plenty of wildlife. I would have to Google at least one new species every time.
I get what the guy's saying about feeling connected by observing the seasonal changes and migration. As a plus,  I could piss in it and feel like I've contributed to nature's bounty.

He's been challenged to make people think about the river and he's out of ideas. If you want to make people pay attention to the river, make an event for people and sponsors that's full of potentially viral video incidents.

Seems like a riverwalk, some areas around the river with areas people can gather, and holding events on the river would be a better way to do this than a "River clock".

The purpose of art is to create feeling and emotion within others. It looks like he certainly has done that here.

I feel like only a shiatty artist aims to evoke confusion or apathy or disappointment with their work.

He also hasn't actually created it, so much as proposed to create it.

But that doesn't require a grant for the artist to go do art for a year while making the clock.
