For the biggest part, the greenest building is the one that's built already.

Could have been redone, but no. We need more tacky McMansions that start falling apart two weeks after closing.

Maybe.  The structures were part or all over 100 years old.  Developers won't touch that unless the state either subsidizes renovation, or gives long tax abatements.  Besides toxic materials on site, the plumbing, sewer, brick walls, and framing could easily have serious problems.  Then someone might try to make it a historic building, delaying development.
Demo of the site was likely the cheapest option for the local government.
In Oregon there are (were?) a pair of brothers who bought and converted old buildings like this into destination hotels which are (were?) amazing.  So it can be done.
