Improper quarantine, or non-quarantined airport personnel or flight crew...all it takes is one spreader. Fiji requires a negative PCR test within 2 days of departure, so for that many people to be simultaneously infected, presumably they almost all caught it when they were together, either at the departure gate or on the aircraft.

Two-thirds positive?  That sounds insane.

(If they had gotten infected in the airport/on the flight/whatever, that's too soon for them to show up as positive.)

My wife and I went to the Caribbean at Christmas - right before Omicron really got going (we got lucky and timed it well).  The island we went to required every incoming passenger to be vaccinated and to show a negative PCR test with the sample collected three days before travel.

I'm kinda surprised Kiribati isn't doing that.
