But millions of frontline employees aren't able to do that without missing a paycheck.

This has been happening since people had to work for money.  The pay is just enough to make people to work all the time and not be able to get a break. Guess the thought is that if they get paid more, they won't work as hard.  And paying time and half to whomever is still alive is cheaper than paying 2 people at normal wages.  Reminds me of the two cow meme.
