It isn't that complicated.  You do not get to sell other people stuff.  It doesn't really matter what condition that stuff is in or if it is the governments.

I was confused by the term "junk collector". From reading the entire article, it sounds like he was a scrap metal dealer who hoped to profit from selling the bridge for scrap.

But "junk collector" makes it sound like he has has a hoarding disorder. "In this weeks episode of Extreme Hoarders, we meet a guy who has a Turkish bridge is his house."
