The movement of the puck wasn't impeded, and there were no penalties, and no fights going on in the pile up. What reason was there to stop play?

It was a linesman breaking things up and restoring the peace. The refs wanted to keep the flow in the game!

I don't know the official rules on the matter, but I don't think you often see an official trying to break things up without a whistle.  It was definitely odd.


The official in there was a linesman, who can only stop play for a limited number of things:

offsides
icing
puck out of play
too many men / illegal substitution
net dislodged
...

Yes, but either the linesman was out of line for trying to break it up while the puck was still in play, or the referee exercised poor judgment by not stopping play if the lineman thought breaking up a fight was warranted.
