Didn't the voting rights act mandate gerrymandering in order to create "packed" districts in the first place?

Personal I'm not comfortable with any gerrymandering meant to create specific outcomes just by the way the lines are drawn. I'd much prefer proportional representation when it comes to the house delegation sent from each state, though the constitutionality of such a move is dubious at best.

That said...I'm sure MLK would have supported packed districts in the 1960s. Do you think he would have wanted to keep them that way for 60+ years?

Obviously this means there are now going to be some districts with fewer white people also.  But imagine how racist it would sound if somebody complained about that.

Gerrymandering is plenty bad by itself.  You don't have to pretend it's racist also.

The VRA requires majority-minority districts to be "packed" only to the point that the minority can "elect the representative of their choice", in other words, the district should be 45-50% black. If the district becomes more than 50% black but is still concise and compact, that's fine, but if it's more than 50% black and not concise and compact, that's illegal packing which should be challenged.

shpritz: Why is the governor submitting redistricting maps?

Because he is Lord of Florida.

DeSantis is threatening to veto the districts that the legislature drew so he can get his way.
There are two possible outcomes here if DeSantis holds his ground.  One is that the legislature yields. The districts would be challenged in state court and the state court would probably rule that the maps should look like the Legislature's original proposal.  Two is that no maps are approved.  Per the FL Constitution, when no maps are approved, all members of the US House are to be elected "at large".  However, that arrangement violates Federal law, 2 USC 2c.  So then a federal court would intervene and draw districts, probably districts that look like the Legislature's original proposal.
TL,DR: DeSantis is only threatening to waste our time and money.  This won't actually change anything.

The issue, of course, is that "the minority" is treated like a monolithic bloc that will all vote the same way based on skin colour rather than ideology. While perhaps a necessary evil in the 1960s, such a setup today feels a bit contrived. I could see this still being necessary in many southern states but elsewhere we should be moving to more equitable, adjacent population-based districting.

Shelby County is a Supreme Court decision that said "the Department of Justice can no longer enforce parts of the Voting Rights Act until Congress passes a new voting rights law", Republicans filibuster any new voting rights law, and the Manchin response is "listen, we don't need a new voting rights laws, if someone's voting rights are in danger The Department of Justice and Courts would stop it."

I don't think that's true.  The logic still flows even if you assume there is disagreement in the Black community.  If 60% of Black people want candidate A, but 40% want candidate B, the "candidate of choice" for the community is A.  If the district is 45-50% Black and has partisan primary elections, that's enough for that "candidate of choice" to prevail in the general election.

As we move to other voting systems such as top two, IRV, or approval voting, these assumptions will be tested, but for now they are sound.

This has been the McConnell plan all along. Hamstring the executive and legislative branches vesting power in a judicial branch that is less subject to the whims of the people. Abracadabra bingo bango plutocratic theocracy.

Trump and Stone are narcissists who overestimate their own impact.

DeSantis bear Putnam in the primary because DeSantis promised to clean up the Everglades and Putnam promised not to.  Tourism boosters beat agriculture/food processing boosters.  Had very little to do with Trump's endorsement.

Now, DeSantis has yet to really address the Everglades like he promised, but that's neither here nor there.
