If you want real fines, and taxes for that matter, you impose them on the owner/investor profits and not allow them to be simply passed on to the consumer or absorbed by the employees.

But then you would not have corporate charters or the pyramid scheme that is capitalism.

Princess has actually had a pretty decent track record since the early outbreaks, mostly due to actually dumping a bunch of tech into monitoring people for any temp spikes and quarantining them asap.  They even have heat sensors in the rooms now for when you're sleeping.  Doesn't mean they're not dicks for the dumping, but as far as covid they've not done badly after the initial cases

I once dated a lady, and asked if she had any travel plans, as I do. She said she always wanted to go on a cruise. Where to? Oh, anywhere I guess.

I had never considered that people would be interested in that lifestyle, with a destination being secondary. Or even irrelevant. There are cheaper ways to relax near a buffet. Cheaper ways to get sick, too.

Reminds me of the aftermath of the housing market crash/Great Recession. Goldman-Sachs steals billions of dollars of people's retirement money, gets slapped with a $500M fine from the government (don't remember the actual numbers anymore). Not a day in jail for anyone.

And who would they pay it to? Disney owns Lake Buena Vista. Unless you're talking California, no clue how they're setup there.
