Simple answer - stealing copper wire should be a capital offense. Might slow the tweakers down a bit

As if the addicts that stole it are actually looking for wealth.

Aluminum wiring? That used to be used in houses. No idea how far it can go.

Or the recyclers who buy 2,000' from a guy that smells like a sewer

Penalize the scrap yards or anyone who buys the stolen copper off these tweakers. If we make it uncomfortable for them, they'll stop buying that stuff and the meth heads will move onto the next theft item.

Why don't you just make drugs illegal, then the tweakers couldn't buy more drugs and they won't need the copper wire?

/why did we assume its meth heads doing this anyways?

Wait until they find out about the resell value of small solar panels.  The the associated hardware has scrap value as well and no one will even ask questions about it.

The local cable maker has been laser etching serial number bar codes on the copper part of the wires for more than a decade. They also have a way to use radio active tagging.

The electric coop has been running fiber to us rural customers the communications companies have neglected. It is the reason I am posting now (after 23 years of no internet at my house).

The sad part is all the counties doing this have had to deal with people stealing fiber optic cable from the contractors running the lines. The local news broadcasts have had to repeatedly take time almost every other night to tell people no scrap yard will buy fiber.

The problem is slowing down drastically as people have figured out they stole something they can't fence. On many occasions the local sheriffs have received anonymous tips about spools of the stuff abandoned on a remote road in the middle of the county.

Put high voltage through the wire and have the lights step it down as needed.

Fair enough, truth is I don't have a lot of experience with people pulling apart public infrastructure to sell it to scrap dealers.

Make stealing copper a capital punishment.
Make stealing copper with heavy fines.
Make st... oh wait, this is in California.  Nevermind.
I think CA answer to crime has been to give the thieves free reign to do whatever they want.

It's not a terrible idea. As street lights switch over to LEDs, they will be pulling a lot less current, so you could probably get away with using the same gauge aluminum as they were using with copper. Of course, that may not stop meth heads, since aluminum can be recycled for cash as well.

You don't even need a step-down. Energize the live wire as high as the insulation permits, and the neutral a bit lower to create the voltage difference that the lights need. To turn off the lights, lift the neutral to the full voltage.
