When a Republican says it, I tend to think they're hoping for the opportunity and lack any real comprehension of what they're saying.

When someone else says it, I tend to hope they're thinking, "It has to be on the table because if it's not, we're essentially surrendering to anyone who has an ICBM and the will to press the button".

Either way the senator has no authority to order a nuclear strike.  That's Joe Biden's call.  And why now?  Russia already interfered with US elections, continues to undermine our internet security, plus owns large numbers of government officials as intelligence assets.  It's a laughable, hollow threat.  It's more likely Trump and Pompeo sold the Ukraine for $50 and a handjob.

On one hand this was a dumb thing to say. On the other hand you don't come out and say anything is off the table in a public setting.

Saying that a 'first strike' option is on the table doesn't mean its policy or even actively under consideration.  Its a warning to your enemies that all options are available.

This is just political speak with a side of global nuclear warfare.

Back in the late 1950s my dad was the Director of Nuclear Arms Control at the Pentagon (title might have been a variation on the theme, but that was his job).  I have quite a bit of knowledge about nuclear shiat.

While I can find quite a bit of fault with DDE's administration and even him personally, one of the things I greatly admire about him was his repeated denial of the use of first-strike against the USSR that the generals were clamoring for.
