Last time I worked in one of those places I was told "The resident has a right to fall."

They could start with hiring more aides so you don't have 10-15 patients to feed, dress and change sheets for.

I can't tell if subby is joking that building floors "higher" would lessen falls because victims would thereby be "closer" to the floor they are falling to, or if they should place the potential victims on higher floors in a building so they fall to their death, thereby eliminating the problem.

/I like both, but I can't determine subbys intention.

Even when they're not capable of making that choice I suppose. Cheaper that way when they crack their skull open on the hard tile floor. Of course I'm the one responsible when it happens.
