Easy.  A dumbass in a car drove into the truck's blind spot and stayed there.  Truck suffered a negligible loss of performance and the driver figured he'd check it out next time he stopped for fuel.

I have a hard time believing the truck driver didn't know.  That's gotta be visible in the mirror, right?  It appears he has one of those rounded mirrors that should show the side of the trailer.  Without any evidence at all, I'm going to say that she wouldn't let the truck over or tried to pass him when he was trying to get over, he came over anyway and decided it served her right for getting stuck there and thought it was amusing to keep going.

Show me the law in any state that says it's illegal to pass through a truck's blind spot.  Additionally, my car is about 1/8th the cost of an 18-wheeler and it has blind spot sensors.  Trucks can have this technology, they just don't want to pay for it.  Lane departure warnings would be especially helpful as well as automatic braking.
