Public transportation will spend a million dollars to save a dime.  Literally.  It'd just be cheaper to cut out all the contractors, fee collectors and monitors and just make it free.  Just pay for drivers, busses, mechanics and planners and leave it at that.

I'm pretty much speechless. Every place I've worked, they make rules and you follow the rules or get fired. There is no "honor system" and there never has been. It's a job. I am not about to suggest any solution to this issue because it is obvious that that the system is corrupt from the top down.

This also raises an obvious question:

How the fark do you spend $31 million on time clocks? A good electronic timeclock is what, like 200 bucks? I get it's transit service, so they obviously need far more of them than an organization centered on a building or a few buildings does, but still... $31 million?

It's really easy to find and cut out overtime abuse.  Each employee has to track their hours against projects, and tasks on projects.

Assign hours to complete each task.   If someone is outside the assigned hours for what they clock, flag them.

Then, keep track of the hours over the long term.   Eventually patterns will emerge, your can... oh my God I get why employees are all quitting their farking jobs.

ya, as a govt. contractor, time card fraud is a huge deal, and will get you fired real quick.  it's one of the myriad of things i'm required to have to go through annual training for.

If they're anything like the time clocks I used working at a large university, it's not the devices themselves that are expensive, it's the underlying software system.  The device on the wall just handles the creation of an event (log in, log out, etc.), but it feeds directly into the HR system that allows for things like team-level managers to handle scheduling and such and also higher up people do handle the finance stuff (employee pay but also creation of budget reports etc.).  I don't know if a system on the scale of the MTA justfies $31M, but it's (probably) a huge interconnected IT system that touches on HR and finance.  It'll have problems as all IT things do, which in turn means you're paying for a service contract as well as the initial setup and training.

Ha. Come to understand why the state of CA still doesn't have a bullet train, and why all new and used cars have temporary paper license plates when sold. Reason? Bridge toll jumpers in the Bay Area where the Gov is from. I've had four of those and every time I hit a toll bridge and ask that Q, that's what I get. Cameras scan them, and you get a bill tagged to your Registration, You miss that $8 toll, it becomes 80 real quick.

I really like that idea.

My junior college had a shuttle for a few months, while they were building a parking garage which was instantly too small. But they discontinued the shuttle as soon as the garage opened. And it went to a mall just two miles away. They have a branch campus about 30 miles away, they should have had a shuttle between the campuses.

I had that idea for a while, a private run shuttle between the campuses, and maybe network the nearby towns in the other three directions. My plan was to have multiple video screens, and advertisers would have a captive audience for a half hour. I was doing video editing at the time, looking for side hustles.

My thinking was, if I made a private shuttle for the junior college (and nearby-ish university) and wasn't trying to compete with the existing city and county bus lines, I might get help instead of resistance. Then I moved away.

Years ago I lived in a city where the bus ran once an hour. They didn't offer service more frequently because nobody rode the bus. In contrast, I moved to Aspen around the same time, and they had a free bus coming by every fifteen minutes, so everyone used it all the time, especially so they can barhop while leaving their cars at home. Fewer parking problems downtown, less traffic congestion.

Even the spice flowed better that way. And isn't that what really matters?

As a trans temoral and trans dimensional being, I don't have linear hours or 3d places of space in which for my embassy to reside in.  My embassy is a feeling in your heart.  If you are with me in mind and heart, you are in my embassy.  To visit my embassy, all you need to do is find an evil dooer and wish that another was being forced to fight them to the death in a thunder dome, and then the winner forced to eat the loser.  And when we run out of thunder dome particitpans, have the winner vaporized in the healing light of atomic fusion weapons.

At very first reading I thought this was a Boston story (i.e. Charlie on the MTA) then I realsied it was New York and not the (now) MBTA. Please pardon my mistake, I have been drinking all weekend.

If you get the Staples special, yes.  If you get a fully integrated system that has 24 hour support, firmware updates and support, and the integrated system to manage them all (when you're probably installing a couple HUNDRED clocks), then it's easily going to go up to that price.  Especially when that price probably includes installation of not only the units, but also any electrical and communication wiring that they need to make the system work as a centralized payroll service.
There was a payroll upgrade at a place I worked before.  They installed 8 new time clocks in 3 plants, and hooked them up to a central data server to manage payroll that way.  They already had the network and power for them, but it still cost something like $20k for them.  A lot of the cost is that when you have these fancy networked systems, you often pay a subscription to the company for access to their software.  Sure, the clocks are only a few hundred apiece, but the subscription is several thousand a year.

So if you know very little money trickles down from on top, then we rightly can deduce, little morality trickles down to them ether, right?
