They jumped into an unoccupied police vehicle and drove off.  Doesn't someone have to be in the vehicle when you steal it for it to be a carjacking?  That sounds like it's just regular old auto theft.

I've no sympathy for the cops on this one. I know this neighborhood. It's been 20 years since I've seen it and it has to be considerably worse now. It's a place where even cops should know they have to lock their car. Especially knowing crooks are right here looking for a car. And can't cops do that in one second with an electronic fob like anyone else?

This happens so often I have to assume every parked police car is unlocked with the keys in the ignition.

I always wanted to take the running squad car from the front of the convenience store and park it in back. But they aren't known for their senses of humor.

Their car was from Mount Prospect, not Chicago.

The prison was in Joliet, not Cal City. Maybe the orphanage was in Cal City?

Just remember to rip out the GPS cable if you see one, or shut down the computer if you don't.  Any police service with a budget has constant GPS tracking of all vehicles now.

You're already riding with a conspicuous paint job, you don't need the tracker helping out too.

Taking a car without the owner's consent can be charged as either grand theft auto or the unlawful taking of a vehicle, also known as joy riding.

I hold that joy riding as a crime is badly misnamed. Most people who steal a car and then abandon it within hours don't drive around aimlessly for fun but need it for transportation and drive directly to their destination minimizing the time they could be caught driving a stolen vehicle.

I once lived in a city that had 2 ghettos on opposite sides of its core and cars would regularly be stolen to drive between them. Each had a large parking lot nearby where stolen cars were often abandoned and was a prime location for stealing cars.

Carjacking is a scary crime but I would bet that most occur because transportation is needed. It is quicker and easier than breaking into a car and trying to hotwire it, and anti-theft devices are probably fueling the trend.
