Is anyone surprised?

More to the point, isn't this kinda a very, verybad sign? Why is it that this doesn't seem to alarm anyone in any serious way, or alarm them enough to try to change things before it gets much worse?

Oh lots of people are alarmed and calling for change. The problem is that the powers that be don't really care. They could do something but that would require inconveniencing the donor class soooo only the bare minimum will be done. Some of us will die, and that is a sacrifice they are willing to make.
