It's short notice for such a huge visit.  He's got the three helicopters, his staff, telecommunications equipment, probably press, the nuclear football, and who knows what else.  A lot of responsibility follows that one man.

Unscheduled was used by subby, not the article writer (it is a tabloid so journalist is not appropriate).
