I heard about this recently, some political figure found a bunch of the head stones had been reused as an embankment on his riverside property. He respectfully called in historians to do something with them, and it circles back to these lots where they assumed the bodies would be dissolved by now, due to the soil conditions and minimum protection.

They didn't exhume the bodies and re-bury them head-first?  That's just disrespectful.  I expect more from an apartment building owner.

There's no doubt a religious aspect to it. Also probably a little narcissism in some cases. But they (bodies and grave markers if present) may ultimately have some archaeological value which is more than a scattering of ash would have. Otherwise yeah it's just a huge waste of space. They're dead; throw em on the cart and move on. The living still have shiat to do.

Call me pedantic (I've been called worse) but wouldn't it be more accurate to say that "a burial ground was used as a parking lot"?  I mean: the graves were there first, right?  It's not like a group of freed Black slaves were driving past this apartment building and said, "Let's bury our dead under that parking lot!"

Composting is better, and doesn't require a large amount of fuel to dispose of the corpse.
Having said that, millions of Americans want their corpse filled with embalming fluid so they can look good for a few days for viewing in the open casket at the wake for convenience.  These fluids eventually leak into the ground water and pollute everything in and around the cemetery.  The Bronte sisters in England (Jane Eyre), all got sick from embalming fluid seeping into their well water.
Look, hold the wake within 24 hours of death, bury them the next day in a plain wooden casket with dovetail joints and no glue, plastics, or even nails.  In 50 years the plot is ready for someone else.
