Reading between the lines the Saudi's either think they run out of oil by then or the planet will be so farked that no one will really be thinking about promises made in the year 2021.

Can Saudi Arabia become carbon neutral? Sure.

Greenpeace and their ilk will accept any pie in the sky technology EXCEPT any having to do with carbon capture, nuclear power, or any developed by an oil company or an oil rich country.

The production of hydrogen and ammonia can be done with solar power using water and hydrocarbons. Hydrogen can be moved as stored in ammonia or some other medium in huge tankers. Production of plastics will presumably be necessary. All kinds of accounting are possible. If the Saudis send a tanker of crude to country B so that country B can produce fertilizers and plastics more efficiently and with less emissions than country A, do the Saudis get a credit? They probably should.

If the Saudis produce millions of tons of carbon products from CO2 every year and ship them to places that can use them efficiently, do the Saudis get a credit? They probably should.

Maybe the Saudis could produce a space elevator sending all the CO2 to low Earth orbit to support space travel. At a few million tons a year, that would make everyone better off.

2060 is 40 years from now. 40 years ago, few people knew anyone with a personal computer. My car got about 8 miles to the gallon. Ronald Reagan was buying arms from Iran with help from the Israelis, sending them to Central American terrorists and importing cocaine to the US to pay for it all. Most people did not own a telephone. They LEASED them from a monopoly, remember?
