From the article it appears that the dog was riding in the cart, so unlikely that it was an actual service animal, and one of those "emotional support animals".

I'm not saying that there isn't some validity in the ESA thing, but a significant percentage of the people who have them went to a website, and paid around 125 bucks to have some "medical professional" write a letter saying that the person needs one. Most of the time it's so the "patient" doesn't have to pay a pet deposit, pet fee, or pay to fly the animal on a plane.

It's a twofer scam. The patient is often lying about a disability, and the company selling these letters is charging the "patient" a fee to write a letter that the "patient" could get from their own physician, therapist, or nurse practitioner for the cost of an office visit.

A lot of the Emotional Support Animal scenario is a ripoff from top to bottom.

Here's a simple pet vs human bonding test:

You're driving down a two lane road and there is a dog suddenly out in front of you. You can swerve to the right, driving off a cliff to your very possible death. Alternatively you can swerve to your left and crash head on into an oncoming car that is filled with orphans and kill everyone in the process. Or you can continue straight and simply run over the dog.

I know which one I'd choose and before anyone judges me as being heartless I'd just like to say those orphans had it coming.

I would absolutely run back into a burning house for my dogs.  They are intelligent, empathetic creatures that love me and my family unconditionally and want nothing but reciprocation. There is no doubt they are a part of our family.

If this is an actual service animal she's in for felony theft. Them ain't cheap, a guy I know who is vision disabled got a dog and she was about 14 grand.

Depends for me.  Love the dogs, sure - but are we talking, "You run in there you both die, no other result possible" or are we talking, "You can still maybe rescue 'em?"  'Cause far too many people, for humans, dogs, cats, fish, Aunt Bulah's picture from elementary school, or their stash of coke end up just adding to the damn body count.  You aren't helping anybody by doing that, barring possibly a coroner that needs a good burn victim body to teach the new people on.  Use your head, even when that's the last thing it feels like you should be doing

It's 9 years old, rides in the shopping cart, looks to be a mutt the size of a chihuahua. It's a pet, not a service dog.

Still no excuse for stealing it.

Yes there are many types of theft besides unlawful taking -- robbery (theft using threats or force), fraud (theft via deception), identify theft, piracy, retail theft. And if there's any differentiation between "unauthorized taking" and "unlawful taking", they might go with the weaker charge in cases where they couldn't easily prove the more serious charge.

Typically only allowed to ask two questions: "Is that a service animal?" And "What skill is it trained to do?". Anything more is a violation of medical privacy.

Most places don't bother asking at all unless the animal in in the shopping cart (A health code violation).

Sadly, I know someone who died that way.  Ordinary people imagine they can hold a cloth over their mouth or hold their breath enough to run inside for 30 seconds. They often can't. It can even get in through the eyes.  Maybe crawl along the floor would work. Once coughing and having spasm you probably can't get up or move.  The friend would be here with us today if not for two mixed bred companion dogs.  Sensible risk management says do not enter a burning building for cash, valuables, or animals. Another human yes if you are strong and agile enough to carry someone.
