Not sure, but it appears the buggy may have been.

The officer woke up the buggy driver after a couple of attempts, noting that he and the buggy smelled of alcohol, the complaint said.

Probably does. A lot of Amish in the New Wilmington area have cellphones.

When I lived in New Wilmington (from 1985 to 2005) it was common to hear a Dutch buggy go past my house after midnight on Fridays & Saturdays. If a young Amish guy was driving he usually had a battery powered radio blaring country western music.

I live in AZ and the next high school over straight up had a hitching post for the kids who rode horses to school. In the 90's. And it wasn't the middle of the  nowhere, it was the suburbs of Tucson.

I came to say exactly this!

The horse almost certainly knew where it was going. They should've followed it home and made sure everyone was safe, but nooooooo. The state needs their money.

I used to live near Amish country in NE Ohio. They hit the bars and let the horse take 'em home. It does know the way. They get busted because most times the horse takes the middle of the road.

FWIW, Pima County is the bluest county is AZ. We kept the state for going for Trump in 2020.

I cannot render a proper verdict until a mugshot of said 19-year-old is posted.

At least the cops didn't shoot the horse. I was just waiting for that conclusion. "Horse stamped his foot and tossed his head impatiently. I felt my life was in danger."
