I'd be scared shiatless that my dim-witted but loving mutt would run out into the street in his excitement and get squished.  I know shepherds are crazy smart, but still.  If it happened I'd never get over it.

Presumably since there is Dutch writing on the truck this happened in the Netherlands, though this guy insists for no given reason

This is in Belgium! The man is speaking dutch and says:
"Hello my friend! Hello my friend! (endearingly) Yes of course! Do you want a cookie? Yes of course! Yes of course! Do you want a cookie? Yes of course!"

The writing on the truck doesn't help identify it as to company or location

All it says is Roomijs (cream+ice) and Schepijs (scoop+ice). Dutch has special orthography where "IJ" is treated as a single letter and capitalized as one with sometimes the characters ligatured together and sometimes looking like "u+umlaut" Ü.
In Dutch ice (ijs) is often taken to mean ice cream.
https://en.wikipedia.org/wiki/IJ_(digraph)
https://nl.wikipedia.org/wiki/Roomijs - cream ice with minimal 5% milk fat
https://nl.wikipedia.org/wiki/Schepijs - scooped ice cream

Image searching on ijstruck (ice+truck = ice cream truck) or ijscowagen (ice+company+wagon = ice cream van or cart) or ijswagen or ijscoman didn't turn up any matches for this truck.

Docking ears and tails is a mostly US thing and is just as cruel as declawing cats.

By and large, the dogs are pretty careful.  My uncle was a mailman in the Midwest, and every day, the same little dog would hop aboard his truck at the same stop and ride with him until they reached a certain stop where he got off and went home.  Thing was, the dog didn't even live on his route!  Uncle said that even though he wasn't a "dog guy" (he didn't have any pets) that it was nice to have that companionship for a few hours.  When he'd go on vacation, the dog would see it was a different mailman, and he wouldn't get on board.

My sister has an Aussie.  He is the most hyper, annoying dog I've ever met.  Very soft fur, though, and nice for petting - when he's not jumping up and head butting me in the face when I bend over to pet him.

Hond wacht op zijn grote vriend

some people point out that the truck has a Belgian license plate.
Others complain that many of the loud annoying ijstrucks in the Netherlands (such as in The Hague) drive with  Belgian plates.

This video will make your day: dog Luna is a big fan of 'her' ice cream cart

The biggest fan of Jo Vuylsteke's ice cream truck from Deerlijk? That is border collie Luna (2) from Harelbeke. As soon as the dog hears the bell from Ice Cream Jo in the distance, she rushes to the driveway to welcome him. Perhaps the cone that she gets every time from the ice cream man has something to do with it.

[ HB Harelbeke and Deerlijk are in West Flanders, Belgium ]

"I've been passing through Luna's street for a few weeks now," says Jo Vuylsteke. "Like all the other animals on my route, she gets a cookie from me every time. Why? I am an animal lover... All animals love to see me, even donkeys are waiting for me braying every time I pass by their pasture. But Luna, she is very enthusiastic." The ice cream truck always passes around 5 pm. "She seems to know that well by now", says owner Niko Tanghe. "As soon as she hears him coming in the distance, she is impatient for him to arrive."

Isn't Flemish side of Belgium basically Dutch with a different flag?

Here is our Border Collie/Aussie mix. She is a gentle yet playful girl. She loves to torment the cat, who takes as much as he can. He lets her know when he is done taking her crap.

This is in Belgium! The man is speaking dutch and says:

1) Dutch is the primary language in half of Belgium as well (Stupid Flanders)
2) Red letters on a white background = Belgian license plate (Netherlands uses black on yellow background)

Flemish is a dialect of Dutch.  Belgium used to be part of the Netherlands until they split and became an independent country in 1830. Culturally they're very similar.

brought my sister Ina along to meet my best friend Mr Jo Vuylsteke the ice cream man!

And Ice cream Jo has his own facebook page

Ijsjes jo deerlijk, rijd rond met ijsjes in verschillende gemeenten

which has lots of photos but is not all that interesting unless you are interested in the daily activities of an independent ice cream man.

When the wife was growing up, her family had two German Shepherd/Belgian Malanois mix dogs that had washed out of police training because they were gun shy. Smart farking dogs. The female would walk to school with the kids, then turn around and walk home on her own when they got to school. It was a small city, about 25,000 people, so it's not like the dog was navigating New York City, but still, it was amazing as hell, especially since nobody taught the dog this. She was also famous around town, since she would stop and wait for the Walk sign before crossing the street. 😁

Dogs are such awesome creatures. 🤘
