Those things do have a high gear.  But workers don't normally use it because they're paid by the hour.

All things are relative.  If you were going to try and stop the driver how would you do it?  If you intend on dragging them out, and you can run alongside to 20mph, I wish you luck climbing on board the ladder between the big spinning rubber wheels of crushing.  If you plan on a roadblock, I hope it is very large and there is no way around it.  If you plan on stop sticks... keep planning.  And this was Australia so shooting is not really an option comparatively.  Even if it was then you have a dead or incapacitated driver in a now runaway 17K lbs mass of steel.  And I bet at 20mph it has quite the lope to it so riding in it would be thrilling let alone trying to grab the ladder.
