It was. Browns player's jersey was so loose and grabable, it prevented the Chargers receiver from catching with both hands.

Isn't that what occurred after the actual pass interference?

Because this reminds me of that time people were screaming that a Seattle guy should have been called for OPI after he was interfered with in a game a few years ago. "Offsetting penalties" is what people wanted. That's not how football works.
