It's just parts & pieces glued on organs for local control.  Each part can act autonomously except when it's in use, which is somewhere around 100% of the time when you ask it to do something.

There's a large suite of peptide hormones controlling the function of the gut and they have analogues in brain. The main function of your brain is to provide fuel for your gut so it was a natural evolution. Lots of duplication and then divergence.
