Here is the solution:

take 9 out of every 10 schools and hire enough 18-20 year olds to hand out iPads, snacks and make sure the kids don't choke on their tongues.  Then the kids can be in a safe, mask-free environment, indoctrination-free place while parents work.

the other 1 out of 10 will have actual teachers, masks and people who give a shiat.

Once this system is set up, we will airlift the 1 in 10 schools to a better place*

*still looking for a better place.

I had a Texas government paycheck bounce in my youth.  Never worked there again.  My landlord neighbor headed another agency.  He's was very amused that the health commissioner had f*cked up.

Texas used to pay people in Warrants on the State Treasury.  They looked like checks, and mostly were honored like checks, but in the Depression, banks would give 50 cents on the dollar in exchange for money.  The state countered by chartering state banks, which were required to honor warrants at face value.

Double down on teaching kids to read in the first few grades. After that be sure to have libraries and knowledgeable librarians that can individually steer them to books on whatever they're interested in at whatever time. Smart kids lose interest and act out because they're bored and insulted by going over the same tedious material every year trying to bring the slowest kids up to grade level, with most of that nonsense disregarded not long after they get out of school.

Seeing how the other 176,000 checks didn't bounce and only 50 checks bounced, it is quite possible.

It could be a couple of things. The most likely culprit is a skip on the mag numbers on the bottom which caused a misread, or it could have just been an internal glitch in the bank software.

The question really is how many paper checks were produced? Even in the 90s when I did this work I had about 90% direct deposit.

But printing out thousands of checks lets you put your name and letterhead on it! How would the teachers know it was DeSantis giving them the money if direct deposit had been used?

It only cost the State a few extra million dollars to go to print anyways.

My guess is....

Politician: OK send everyone 1k.
Upper level Bureaucrat: Hey, Payroll, cut everyone checks for 1k
Payroll: Uhh, the system doesn't let us do that. We have never done it before. We are on some custom system nobody has touched in 20 years and doesn't have a feature for that. Short of someone sitting down for months doing one off payroll adjustments for every worker we can't do it...
Upper level Bureaurat: OK, get me whoever runs the payroll system....

Eventually it lands on someone in IT\IS desk.
IT Guy: Ok look, when this thing was built, the requirements specifically said you shouldn't be able to do this. Someone was afraid that someone may do this actual thing, and wanted it to be a pain in the ass. Its going to cost us a couple of million bucks in overtime, some outside consultants because we don't have folks who know .....jesus christ....this thing was written in Turbo Pascal? to put that feature in ......we don't have the capability to print physical checks in this number. We think we see a path to a bit of a hack...Probably going to cost you like 5 million bucks by the time the dust settles. But if you give us 6 million we can update the whole system, and this will be a permanent feature, and we can modernize it a bit...OR i could give you just a dump from the HR data as to who is eligible, their address, and you can pass that off to the treasury or whoever who can then cut those checks. I wrote the 4 lines of SQL we need to do that while we were talking, just tell me what format you want it in....
Upper level Bureaurat: Naa, here is 5 million bucks. go with the first option
IT: But for a LITTLE bit more...
Upper level Bureaucrat: YOU ARE LUCKY I GOT YOU 5, HOW DO YOU EXPECT ME TO GET YOU 6

I used to work at a Fortune 50 company - it cost us about $50 to cut a single check. Couldn't move to direct deposit fast enough.

"Teaching moment: The individual political benefit in spending $3.6 million to print and send thousands of checks with your name on it, is outweighed by the more efficient and fiscally responsible option of direct deposit"

It cost $20.45 to produce and mail each check?

Back in the late 1980's I was working for Toys "R" Us when I was a senior in high school, and in my first year of college.  I worked there for 2 years, starting out as a seasonal employee for Christmas, then kept on as a regular employee.  It was a very common occurrence for our paychecks to bounce, especially during the time between Thanksgiving and Christmas. You know, the time when everyone with kids was going in and buying lots of toys?  Apparently, that was also the time that bonuses went out to upper management, so no money for the little people who were making $3.15 an hour with no overtime pay, even when you worked 7am to 2am, 6 days a week trying to make enough money to live on (or in my case, trying to get enough money to buy a car and get an apartment to move out of my parents house).

On the 7th day I usually slept all day, I wonder why?

But, back to the thread at hand.  Even outside of the holiday season, there was a 40-50% chance of your paycheck bouncing, there was no such thing as direct deposit back then, and it got to the point where my local bank would not accept my paycheck for deposit.  I had to take my check to a bank (dont remember what the name of it is, and a google maps search of where the bank was shows its now a closed McDonalds) 2 towns away from home, and cash it, which cost me $5 of the around $80 take home pay I was getting at the time.  My Christmas time checks were usually around $280 take home.

Having those checks bounce really put a cramp in my finances, especially when I was renting an apartment.

Some of the fun of working for uncle sam....

"Hey, i'm approved for like 75 bucks for a hotel room for this trip. The closest place i could find that allows that is an hour away from the site, and on the other side of the site from the airport. I did find a place though that is perfect and will only cost 100 a night"

"Did you call them and tell the hotel that they have an agreement with for the government rate?"

"Yeah, they are full, because its a big thing, and everyone limited to government rates"

"ok....well....looks like you need to drive further"

"You realize this will cost a ton more in my time, gas, etc, than just letting me spend 25 bucks more"

"You can are limited to that rate as part of the contract. We don't want people joyriding on uncle sams dime"

"In kalamazoo in the dead of winter? to stay at courtard express? What if i just eat the 25 bucks, and submit for 75"

"Nope, we will reject it"

Our company eats so many hotel bills on government jobs for our folks that it isn't funny, and its usually over shiat like that, 10 or 20 bucks.
