It should just be a simple phrase.

"Made necessary because republicans refuse to tax the rich"

It should also be at least a 50 trillion denomination, stock the treasury account up and just completely wipe out the "debt" and eliminate the need to even think about the debt ceiling for the next 4 decades or so..
