You don't need anywhere near that many.  If you pick the right sample size, and it is truly random, you can make its error bar a rounding error while only asking a miniscule number of people.  Contrary to everyone's personal headcanon, they aren't totally unique and perfectly isolated snowflakes, so people can be grouped pretty easy using just a few representatives.  The big thing is making the number the right size and making your sample random enough.

Abbott already commandeered the local property taxes for all schools by decreed "no mask mandates" as part of  his using the Texas disaster act which grants dictatorial powers to the governor during times of catastrophe (apparently to sabotage health efforts).

Why shouldn't he dip into the local megacity treasuries to take more out.  His state prisons haven't accepted new inmates, so the cities have already been eating that bill by overcrowding during a pandemic.

Next time you pass someone in a wheelchair, watch you wallet.  There are pickpockets out there.

The four most populous counties, which lean blue.  The governor rules only for the pleasure of rural republican counties with less than 10,000 people.

Maricopa County opted to pick up the bill for replacing several million of dollars of voting machines that Cyber Ninjas tampered with.  The legislature said at the beginning of the audit that they'd reimburse all costs, but then they later threatened to withhold up to $700M in funding if the county didn't agree to a continuation of their fishing expedition.

This is going to be more than dunking.  It is likely going to be used as a tool to extort these counties while also sapping their time, energy, and budgets.

And if the United States had a popular vote then this shiat would matter.

That's not an "attack" on popular votes but that we need FEDERAL voting laws system before we have a popular vote. We can't let states game the system.

States can (and probably should) be in charge of running the elections, but those elections and standards need to be set at a federal level so a vote in one state means the same thing as another and governors/AGs (or whomever) can't game the system.
