Any single voter only has power in three of the hundreds of Congressional races. People hate Congress because they hate everyone else's representatives, not their own.

My congressman and senators are pretty great, and I'd vote for them again. The rest of Congress? I wouldn't piss on most of them if they were on fire. But I have no power to vote them out.
