This was partly in response to the 2017 Trump tax cut plan, which, to pay for part of it, raised the taxes on the rich in blue states (by making less of state and local taxes be able to be written off on Federal taxes).  So, in 2018, the parties were flipped on taxing the rich-the Republicans were for doing such and the Democrats against.  Rich OC voters who hate paying taxes responded in kind.  By 2020, two seats had reverted back to the mean (one due to a sex scandal in a special election).

Yep, and it's the really shiatty, particularly ass-backwards parts of those countries, i.e., Calibama.  The "big city" in the area, Fresno, is not part of that district, and even though Fresno sure as hell isn't exactly paradise on earth it's still like farking Paris compared to Nunes' district.
