A human colony on the moon makes sense for a variety of reasons.  Like this one.

Gives you some idea of the insane expense of the US military, when one aircraft carrier costs 2 to 3 times as much as a telescope on the far side of the Moon.

What we should do is consider building one or more radio telescopes in large craters on the far side of the Moon.   You could easily build something significantly bigger than Arecibo or FAST and that would make it far more sensitive.   In telescopes, optical or radio, aperture rules absolutely.

Think about a dish 1 kilometer or even more in diameter.  With the Moon's much lower gravity and no weather to contend with, it would be a relatively simple engineering problem, especially if you could build the relatively simple structural and reflecting surfaces in situ using materials mined on the Moon, and only ship the electronics, reactor, etc. to the Moon from Earth.

This problem is why the first part of dittybopper's post makes sense.  Build a radio telescope on the far side of the moon; the moon shields the scope from stray Earth radio interference.  Also, a radio telescope is a far simpler device to construct and maintain than an optical telescope, it does not need moving parts.

Well, you'll want to be able to aim the dish, either by aiming the feed like Arecibo did or by changing the shape of the dish and moving the feed like FAST does.

So there would be some moving parts, but not as heavy duty as required for a large optical telescope.
