When I lived in Taipei my landlord used to steal my clothes. He seemed to prefer my bras and shoes, though. He was sneaky about it - one item at a time, so it would be plausible that it had blown off the line or I had just misplaced something.

It is just too weird. Would anyone be surprised if I said that guys like this are about as likely to get off on wearing them as .... making soup out of them?

I do not get it, but it is treated more as petty theft than a sex crime, I guess. How do I know? But there has been a more or less mainstream movie about a superhero type dude who wears panties over his face and head. I guess it is becoming seen as "expression" more than "predation." As it becomes less stigmatized, maybe ... how should I put it? Stigmatization sometimes leads people to such a strong shame reaction that people go into panic and start stabbing people, etc. People react viscerally out of fear and shame. It is possible that Japan is trying to throttle down the shame in some things by laughing at it. It is super bizarre behavior in my book, but it does not have to be dangerous. By keeping the shame and disgust down, maybe it makes setting limits a lot easier.

Or maybe it is just a game. These things are frilly and silky so that they can arouse and titillate... someone. Maybe society is just shrugging and blaming the whole thing on reproductive hormones.

Maybe that is what is going on in Japan. News stories like this pop up a few times each year for decades.
