They are procreating.  Tumbling is how they spread their seeds.

My very first time in California. Many years ago. I was driving north from Palm Springs. One rolled across the road in front of me. It's diameter was as wide as my car. i had never seen one before except in cartoons. I had no idea they could get that big.

Tumbleweed is a generic behavioral name. Many different species of plants can form tumble weeds.
https://en.wikipedia.org/wiki/Tumbleweed

Often the word really means the invasive  Kali tragus -  the "Russian thistle".

a still green and growing plant.

Try dodging them while riding a Honda 750. Hwy 58 just north of Edwards AFB in the Mojave Desert. Hundreds of them crossing the road.

Even more fun is a couple hundred of them swirling in a dust devil, in the middle of an Interstate. I'm glad cellphones weren't around then or dozens of tourists would have stopped on the highway to record them.

One time I was waiting at a red light and a tumbleweed rolled right through the crosswalk in front of me.

Although the sign read "Walk" and not "Roll", it still had the right of way.

If it's just one or two, there is no need to dodge them at all. They are fragile, weigh next to nothing, and completely crumble when you hit them with a car. They are too light to do any direct damage

Plowing right through isn't nearly the amount of fun as dodging them.

Swirving "for fun" isn't the goal when you're sharing a freeway where other cars may be driving next to you.

Wasn't sharing the road, wasn't a freeway, knew what the hell I was doing.

Spoil sport.
