Article I, section 5 of the Constitution requires that a quorum (51 senators) be present for the Senate to conduct business. Often, fewer than 51 senators are present on the floor, but the Senate presumes a quorum unless a roll call vote or quorum call suggests otherwise.

Yes but the Senate is always assumed to be in quorum and may conduct all business. If a Senator believes there isn't a quorum they can request a quorum call. A Republican Senator would have to be in session to request the quarum call, of course that would mean there would be 51 Senators in session which constitutes a quorum. So Graham, if you can believe it, is in a grand standing idiot.

I'm sure Lindsey is going to use the time to do something important for the country, like defend the oppressed Chik-fil-a. I'm 6 months, Joe Biden has made life for them unbearable. Biden and Harris have apparently closed them on Sundays! Graham will be there with Matt Gaetz to make sure all those young employees have someone there hold their hands.

Many states use a perpetual fund to pay for their construction costs. They work similarly to an annuity.

/ there is no reason why we could not create a perpetual fund to fund ALL OF THE THINGS.
