The problem with genetically modifying humans in the way the article talks about is that there's insufficient evolutionary pressure to conserve the modifications.  They will need to be checked and corrected with every conception.

Go read "Courtship Rite" or Cordwainer Smith or any of thousands of excellent SF books that have explored the subject.
