When I was about 10 someone was doing things like that to a mail box in my neighborhood. The had shakes, food, garbage and dog crap. Since we did not have video surveillance cameras, they had to stake it out. Every kid knew who they were. Everyone blamed us kids for it. They caught a middle aged man who was pissed off at the  Post Office. I still don't know why he was mad.  He was saying something, but he was ranting and cursing and spitting so much no one could understand him.
