He's not opposing that remark that it is awarded to the lowest bidder, he's saying that "it shouldn't be that way." Are you opposed to improvements where the next higher bidders get the contract, with the requirement that they will use better materials, products, services, etc than the lowest bidder?

Then write into the contract for the bid that you have to use better materials.  It can be done.

I've generally been fine with lowest bidder, with the understanding there will be no substitutes in quality, materials, standards of workmanship, etc.  The problem with lowest bidder is all too often it's just the lowest bidder, the sane iteration is "the lowest bidder than can genuinely meet the standards we need all around."  Which means actually researching your contractors and spending some time on it, not just "Well that's cheap!"
