A better idea might be a linear accelerator in space. Then it could do double duty of particle physics and launching probes towards nearby stars

You would think they of all people would understand why the moon looks the way it does and why its not a stable or sane place to put something that delicate

First, you want a circle for the same reason you want one on Earth: use the same accelerator multiple times per particle.

Probably all comes down to which is easier to keep cool, and the one in space makes it far easier: just put a sufficiently large sunscreen in front of it and done.  Doing same on the Moon means that the rest of the Moon will heat up during the "day" and heat up your shaded linear accelerator.

They just know the budget will keep getting cut until it could no longer make a ring around Deimos, so they want it around the Moon.

Cue the conspiracists claiming the moon nazis want to make the moon a black hole so that flat earf will be warped around it, so that the inside of the hollow earf will then be outside. All of this so that we will be easier to control with a giant 5G station on the moon. Well, not them, because they don't have the chip, but their aluminum foil hats.

No, it's not. There are periods where the back is lit by the sun and the face is hidden in the darkness of space.

No.  Think about it.  The side we see alternates between light and dark (Full Moon vs. New Moon).  Same thing applies to the whole surface.

If you're worried about how the Moon looks from Earth, you could always build the ring just beyond the horizon as seen from here.

I'd be more worried about how they're planning to build such a delicate device... buried far enough beneath the surface to avoid temperature swings, stable enough to not be thrown out of alignment by moonquakes, etc., etc., etc.

Seems more like a fantasy project than a mere 'future technology' project.
