The problem with taxing this stuff is that it just convinces rich fools to hoard their money rather than spend it and boost the economy.  The free market is much better at separating fools from their money than the government could ever hope to be.

The 1933 double eagle is an odd case in terms of value. Only one - the King Farouk specimen sold here - was deemed legal to sell. Some years ago, a family found 10 of these things in a safety deposit box that the family swore up and down were legally obtained through the US Treasury cashier window in DC during that very brief time frame that they would have been legally obtained. Long story short, the government seized and impounded all 10 coins and there have been legal battles over them for years now; there are books devoted just to this one story, namely Alison Frankel's 2007 book, Double Eagle.

The thing to note here is that those 10 coins are currently illegal to own privately, but had any one of those legal cases turned out in favor of the family, that would have increased the number of available specimens from 1 to 11. What impact that would have had on the high-end rare coin market is primarily for speculation, but at that highly rarefied level, the market valuations are incredibly volatile. The value could have dropped down to the level of some of the later issue Saint-Gaudens double eagles that trade hands at the 6 figure/borderline 7 figure level (namely the 1927-D, a very pricey but not vaguely as famous issue) or still retain its mystique like the 1804 silver dollar, which are all million-dollar coins.

That one 1933 Double Eagle is actual legal tender.  When this Coin was first sold it had to be "monetized" meaning $20 had to be returned to the US Government.  It is legal tender.  Of course even as just 1 oz of gold worth far more than $20 so no one is going to spend it.  Same with that Canadian coin you reference.
