I think/hope they weren't being literal. Someone certainly needs to see justice, but considering that had the rioters been successful, someone very well might've been hanged, I feel like maybe it's not the best word choice.

If it was ANYONE entering through an already broken window, nobody is going to be forgiving.

Unless it's a bar exam question, then you have to spend a paragraph explaining why the person entering through the already-broken window might lack the intent to commit a felony and whether the jurisdiction requires "breaking" as part of the elements of burglary.
