The imported cicadas allow the restaurant to mollify the health department.

The health department is technically correct. Wild harvested animals are not generally allowed to be served in commercial ventures. But it is stupid, as cicadas shed their gut contents on their final molt and do not eat as adults. About the only way they could be a health threat is if they were feeding on the roots of a tree that had been repeated dosed with systemic insecticides.

But you can generally harvest and serve wild-gathered plants in a commercial venture without any regulations.

I get the rules, but they are applied unequally and are stupid, in this case.
