The original meaning of freedom of the press wasn't really about freedom so much as being free as in not having a cost. The colonies didn't want newspapers to have to pay for licenses to publish.

This proposal doesn't just violate today's free press; it manages to violate the old one.

They want to chill factual speech by enforcing this... Note... They just have to find a judge who thinks that the person suffered damages.

This removes anyone who can't front for the bond/policy from "legally" being a reporter, and lets them punish anything written or said that they don't like.

They also want to change the state judicial laws to let them pick what backwards county's "facts" they want to try the cases using.

A jury in whichever county the person challenging the facts likes the local opinions of.  They're changing the law so that the suit does not have to be filed in the county the bond is filed in.
