Most likely they couldn't prove it wasn't a joke in extremely poor taste. This is why "locker room talk" should not be acceptable.  Any jokes that demean people, imply harm or criminal action, make it hard to go after people like this.

it says a lot about police culture when:

1) Even in a social setting, going out to a bar and getting drunk with your subordinate(s) is OK
2) Hitting on your subordinate's wife and offering promotion for sex doesn't get you immediately fired
3) Offering promotion for sex with your subordinate's (or anyone's) preteen daughter doesn't immediately get you fired and/or arrested

I (rightly) wouldn't last two seconds at my job if I did #2 or #3 above, and #1 would at least raise a lot of questions, if not get me fired.

If someone thinks that the police should be more military like, I can see where they get that idea.

But in most jobs, it seems like a good thing to socialize together.  And in our culture, getting a drink is a common way to do that.  Just have to be careful if there's teatotalers in the group that you don't exclude them from everything.

In my current job, my biggest complaint with my manager is that he doesn't bring us beer.  He brews his own and works part time at a brewery.

OP said getting drunk with subordinates, not simply having drinks. There is a difference.

Yeah, I don't think there is any statute of limitations that is that short.  And I am quite sure that there is no statute at all where conduct in your job is the issue.

He should be fired simply for being a moron too.

Love works in mysterious ways.  Even for a 12 and a 50 year old.
I prayed about it and god said whe was totally cool with whatever happens.  And remember, he told Abe to kill his son.  Abe thought God was putting him on.  And God spaketh "Thy can do what thy want but the next time you see me coming you'd better run."  And Abe did smite his kid out on Highway 61.  So, the takeaway here is we gotta do what God wants.  Because what God wants.  God gets.  God help us all.

Actually, I have a pretty rock-solid policy to never be that chummy with my co-workers and/or managers/bosses.  I do not attend after-work social events, except for those which are considered to be "standard", like holiday parties, retirement dinners, and "going away" lunches.   And at those, I don't drink.  I've got a pretty good excuse for that, in that I live 50 miles away from where I work so it's not like I can just take a cab home.

Being friends with people you work with is great and all, but I like having a wall between my work life and my non-work life.  At work I'm professional.  My personal opinions are kept to myself, and I have cordial and polite relations with all of the people I work with, even the ones I really don't like.

Outside of work, I'm quite different.

But don't worry everyone. He'll be reinstated to his old position and salary the morning he retires, to make sure he doesn't miss out on that six figure union-mandated retirement package.
