Dumps (landfill is a soft word) are rightly charging more to throw away things that are bigger and/ or will take longer to break down. But if you charge everyone for a king size mattress and box springs when they're only bringing in half a bag of tin cans, then yeah, chances are good that your conspiracy is going to get sniffed out. Even over the stench of your dump.

Did I miss something, or did the article never bother to clarify part of the headline? I don't think the body text ever stated what customers were arrested or why. It described customers being the ones ripped off, so why would customers be arrested, too?

And good grief, its last paragraph needed a few [sic]s, assuming the quoting was indeed accurate.

Implies that there are more but I can't imagine why customers would be involved unless they were getting incorrect weights, charging it to their employer, and splitting the extra with the dump staff.

Some were ripped off, some paid for reduced weight at the scale. It may only be a 25% in cost reductions but if you're a contractor with hundreds of loads, it adds up. Especially if you add that on top of your contract's profits. It may even help in lowballing for a contract

I think your imagination is the likely scenario. Drop off a $100 load that's recorded in the books, pay the landfill $150 cash, get a receipt for $200 to pass along for reimbursement.

Would removal of scales from eyes also be involved. As a kid my grandma gave me a sort of old testament for kids. It turned out to be a pretty good book. It was written pretty much like an adventure style children's book.
Certainly not like a bible. The removal of scales from eyes is mentioned. I processed that at like 6 yrs that god was removing eyelids from people that crossed him. Let's just say that my relationship with religion changed when I read that god used mexican cartel style methods to entice them to see his way.
That did not sit well with me at all.

The data are on little receipts shoved in shoeboxes and bottom drawers in a bunch of construction site offices. It doesn't just magically appear in a nice spreadsheet. They have to interview people. They have to look at employee submissions for reimbursements. It's a gigantic pain in the ass to pore through that much crap even with computers.

I've never heard of conspiracy at the dumps before, but waste haulage services are notoriously crooked with organized crime ties. I'm suspicious of my local rural driver. I assumed it would be appreciated and I was saving him a minute by only putting out my bin when it's nearly full. But he gets mad and has the office call and hassle me if I don't put it out. I figure he's doing something shady with the garbage, or maybe the other drivers from more populated areas razz him about he size of his loads at the dump.
